- If spaceConfig fails to initialize then show a maintenance page
  - If it came up before then loading from localStorage is good
  - If it never loaded and the queries fail then go into maintenance mode

All in all we will have 3 modes.

- SpaceConfig Good and Online
  - Normal app
- SpaceConfig Good and Offline
  - Show Offline banner as we do already
- SpaceConfig Bad
  - Show Maintenance Page
    - When this refreshes it checks if online again
