All users are using the factiii filter by default so all site moderation report will go to factiii moderators. This means the factiii community rules apply to everyone so we do not need to force communities to have rules. You can also follow a community without setting it as your filter. When moderators there moderate posts they are only going to moderate for the posts within that community. We will need to make a boolean that lets them moderate for the entire site if they choose to do so. All that happens in that case is there community will show up when you search for community filters. We will need to change the following: - Add boolean to community to enable sitewide moderation - Make the community filter search only bring up communities with the Boolean checked - communities can self moderate with whatever rules they want but they have to cite rules when they ban people and as stated there will be a Boolean for banned users to have a discussion with the moderators that gets listed to community banned pages.
