Convert auth tokens to cookies for client.

• AT use httpOnly, secure, samesite attributes
• RT httpOnly, secure, samesite, and path set to auth/refreshToken to only allow it to be used on that 1 route
• remove this from request.ts as it is likely redundant from cookies
